The state's duty is to protect its citizens. The citizen's duty is to protect the state. The Russia state is most assuredly not protecting its citizens, irrespective if they are (at least attempting to) protect the state.

When do the citizens of Russia change course? Step 1? 2?

Alas.

Russia's citizens are so marked by their posture. Russians live on their knees. This posture allows people like Putin, Stalin, Lenin, and the Tzars to rise to the top. This serf mentality is the ongoing tragedy of Russia. Until Russians learn to stand up, their destiny will be explicitly tied to the delusions of autocrats.
